1) Fill out your car details in your profile. We don't even know the year of your car 2) Code 21 is the PTU. Your initial symptoms sound like the classic failure of the old style PTU. 3) Your compression test numbers aren't that useful on a cold engine 4) It sounds like your car is in "limp mode" based on the fact that it won't rev beyond 2000 RPM. This could be due to a loose connector at the ECU, or corrosion on your electrical connectors like the MAF and CAS. I would start at the PTU to continue your diagnosis. -jb
